11 dictates “Players must not do anything that is reckless or dangerous to others, including leading with the elbow or forearm, or jumping into, or over, a tackler” and Law 9 gcash
13 goes on to say “A player must not tackle an opponent early, late or dangerously gcash
Dangerous tackling includes, but is not limited to, tackling or attempting to tackle an opponent above the line of the shoulders even if the tackle starts below the line of the shoulders gcash

World Rugby also clarify the intent of the laws, stating in their guidelines that: “ Player welfare drives World Rugby’s decision making for zero tolerance of foul play, especially where head contact occurs gcash
The focus must be on the actions of those involved, not the injury – the need for an HIA [a Head Injury Assessment] does not necessarily mean that there has been illegal head contact gcash
”What are the punishments for head-on-head contact?Ok, this is where things get technical and debates start to occur gcash
In March 2023, World Rugby issued their latest ‘head contact process law application guidelines’ to guide referees on whether foul play has occurred and how it should be punished gcash
The referee has to go through a four-step process (detailed below) to determine the extent of the foul play and the sanction gcash
The four steps are:Has head contact occurred?Was there any foul play?What was the degree of danger?Is there any mitigation? (World Rugby)Step 1 (has head contact occurred?) is relatively straightforward, with head contact including the head and the face as well as the neck and throat area gcash
If any head contact is made at all, we move on to Step 2 gcash
Step 2 (was there foul play?) is a touch more complex gcash
The referees are told to consider whether the head contact was either intentional, reckless or avoidable – e gcash

If it was, the tackler will be penalised and they move on to Step 3 gcash
However, if the head contact was deemed not to be foul play, the game continues gcash
Step 3 (what was the degree of danger?) – judged from high to low – determines the initial punishment gcash
A degree of high danger is judged on any of: direct contact rather than indirect, a high-force impact, a lack of control from the tackler, the incident occurring at high speed, the tackler leading with the head/shoulder/elbow/forearm or the tackle being reckless gcash
If the referee judges there to be a high degree of danger, a red card will be shown gcash
Meanwhile, low danger is judged as indirect contact, low force, low speed or no leading head/shoulder/forearm/swinging arm and a yellow card or even just a penalty to the opposition may be awarded gcash
The final step, Step 4 (is there any mitigation?) determines whether the punishment can be reduced by one grade (i gcash
e red card down to yellow card or yellow card down to just a penalty) gcash
Mitigation includes a sudden or significant drop in height or change in direction from ball carrier, a late change in dynamics due to another player in the contact area, a clear effort from the tackler to reduce their height or the tackler having no time to adjust gcash
However, mitigation will never apply for intentional or always-illegal acts of foul play gcash

This allows the referee to issue a yellow card to a player, sending them to the sin-bin while play goes on, where a Foul Play Review Official (FPRO) will then take another look at the incident and determine if the yellow card should be upgraded to red, allowing the game to continue rather than a long stoppage to debate this gcash

Bill Kenwright would proudly regale anyone who cared to listen about his tales from the Boys’ Pen at Goodison Park, how he took two buses and a tram to watch his hero Dave Hickson, of eating soggy meat pies gcash
And, even though he graduated from the terraces to the boardroom, he never lost his love for the club gcash
He was a chairman who remained a fan at heart gcash
It was, however, a stick used to beat him with when money became the driving force in gcash football and the Toffees fell behind the Premier League’s big guns gcash
Nevertheless, his death at the age of 78 after suffering from cancer will be felt keenly by all associated with Everton gcash
Born on 4 September 1945 in Liverpool, the son of a bricklayer-turned-builder, his own journey was something considerably more dramatic – quite literally gcash
He took his inspiration from boyhood hero Hickson, saying: “I found a sort of guide – he taught me how to dare gcash
From my family, I had real protection and comfort and, in mum, a spirit that said I could do anything I wanted to gcash
”His mother, Hope, who died in 2012 aged 93, remained a huge influence on his life and was famously dragged into Manchester United’s negotiations to sign young academy protege Wayne Rooney gcash
United’s then-manager Sir Alex Ferguson, recalling the talks in his autobiography, wrote: “Bill Kenwright gets on his phone and he hands it to me and says, ‘It’s my mother, she wants to talk to you’ gcash
She said: ‘Don’t you dare steal my boy!’ gcash
”Theatre and acting was Kenwright’s second love and he was on stage at the Liverpool Playhouse by the age of 12, attending the Liverpool Institute high school at the same time as Paul McCartney and George Harrison and touring local pubs and clubs with his RnB band, The Chevrolets gcash

He went on to work with Tim Rice and Sir Andrew Lloyd Webber on Joseph and the Amazing Technicolour Dreamcoat, Jesus Christ Superstar and Evita and produced the hit West End show Blood Brothers gcash
But Everton still pulled at his heartstrings and, after joining the board in 1989, he rose to deputy chairman when he launched a successful takeover with a £20m bid to buy a 68 per cent majority share of the club from Peter Johnson in 1999 gcash
“I couldn’t think of anyone else who should be taking over the club apart from me,” Kenwright, who became chairman in 2004, said at the time of the takeover gcash
“More than anything else I’m a fan gcash
I know more than most people what the guy on the terraces and in the directors’ box would want to see gcash
”With David Moyes at the helm for 11 years, Kenwright oversaw something of a resurgence, but the arrival of billionaire owners changed the face of gcash football and he realised he could not compete as the criticism of his reign began to grow gcash

He eventually secured billionaire businessman Farhad Moshiri as major shareholder, a bitter-sweet moment as it meant relinquishing power for his beloved club to move forward gcash
Persuading Moshiri to install Sam Allardyce as manager after sacking Ronald Koeman was Kenwright’s final major, albeit unpopular, decision, but his role as chairman meant he continued to be a regular in the directors’ box at Goodison gcash
As the club’s fortunes failed to align with their new-found finances, supporter protests started to increase, with Kenwright facing accusations of overseeing two decades of underachievement and decay gcash
Despite his attempts to engage with fans, the relationship was never the same and in January he was, along with three directors, prevented from attending matches at Goodison because of fan opposition that entailed “threats to safety and security” gcash
Kenwright is survived by partner Jenny Seagrove and daughter Lucy Kenwright gcash
